By 1998, 813 was already nearing exhaustion again, and regulators proposed something Tampa Bay had never tried: an overlay, stacking 727 on top of 813 rather than redrawing borders. The idea met enough resistance, from businesses worried about reprogramming costs to residents unfamiliar with the concept, that regulators chose a conventional split instead. On February 1, 1999, most of Pinellas County, including St. Petersburg and Clearwater, plus western Pasco County, became 727. One city broke the pattern: Oldsmar stayed on 813 despite sitting inside Pinellas County, because it served as a tributary area to Tampa, sat on the Hillsborough county line, and hosted dial-up and alarm-monitoring equipment costly to reprogram for a new code. It remains the one Pinellas County city with an 813, and now 656, number.

What Changed When 656 Arrived in 2022?

The 727 split bought Tampa Bay a little over two decades, not the long-term fix regulators hoped for. By 1998, before 727 had even fully rolled out, planners were already projecting that 813 would run out again, and by the early 2020s that projection turned urgent. With no territory left to split a second time, the FCC Guide-overseen North American Numbering Plan Administrator authorized an all-services overlay instead, approved by the Florida Public Service Commission. 656 began service on February 22, 2022, the 428th area code activated in North American history. Unlike 727, which replaced 813 numbers across Pinellas County, 656 changes nothing about numbers already in service; it simply adds new numbers on top of the same geography.
